Create Ethernet Addon Board

Create a board to add an Ethernet PHY to one of the FPGA Headers.

Efinix sells a module based on an RTL8211 that we can copy the schematics of. These are available on LCSC, and if we were to get the board assembled turnkey they could probably get them for me but they would be gray market. There are other PHYs that are more expensive but available on digikey and are also QFP instead of QFN which means I would be able to solder them by hand.
