Use an open MAC

The efinix MAC is proprietary and provided as encrypted RTL. We should either write our own or use an open one.

There are not too many great options available so we may just do it ourselves. We can copy the block diagram though:

Also, RGMII uses a DDR interface so we can probably skip that for now...
