rtl: wbuart: use named parameter redefinition for INITIAL_SETUP

For quite some time now the first paramter in the uartlite modules has been
TIMING_BITS, so the first passed parameter which is supposed to be
CLOCKS_PER_BAUD gets assigned to TIMING_BITS.

1. Copyright updated to reflect actual usage
2. txuart.v now accepts the setup register changing on the same clock as the
   write request--something perhaps only the UART+FIFO would've needed.
